It's filmed at night from outside an apartment block: the camera creeps toward the one lit window, and inside someone is eating a burger. Mid-bite they freeze, stare straight into the lens for several seconds, then reach over and pull the curtain shut.
The joke is the flip. The video sets you up as the one doing the watching — dark street, slow push-in, horror-movie framing — and then the person in the window catches you at it. The unbothered chewing does the rest.
